New Telecommunication Act 2023

এবার থেকে দেশের সমস্ত টেলিকম কোম্পানি (Telecom Company) গুলিকেই নিয়ন্ত্রণ করতে চলেছে কেন্দ্রীয় সরকার (Central Goverment)। জানা যাচ্ছে সম্প্রতি এমনই এক নতুন নিয়ম লাঘু হতে চলেছে। এই নতুন টেলিকম অ্যাক্টে বলা হচ্ছে কেন্দ্রীয় সরকার প্রয়োজন মনে করলে আপৎকালীন পরিস্থিতিতে জিও-এয়ারটেলের (Jio-Airtel) মতো সমস্ত টেলি কমিউনিকেশন সার্ভিসকে নিজেদের নিয়ন্ত্রণে আনতে পারে।

জানা গেছে আগামী ২৬ জুন থেকে এই নতুন টেলি কমিউনিকেশন অ্যাক্ট ২০২৩ চালু করা হচ্ছে। এরপরে এই নিয়ে প্রয়োজনীয় পদক্ষেপ নিতে পারে সরকার। আংশিকভাবে কেন্দ্রীয় সরকার শুক্রবার এই টেলিকমিউনিকেশন অ্যাক্ট কার্যকরী করেছে। গেজেট নোটিফিকেশনে বলা হয়েছে, কেন্দ্রীয় সরকার ২৬শে জুন এই আইনের ১,২,১০ থেকে ৩০, ৪২-৪৪, ৪৬,৪৭,৫০-৫৮, ৬১ ও ৬২ নম্বর ধারা কার্যকরী করবে।

এই নতুন টেলিকম আইনের মূল লক্ষ্য দেশজুড়ে গ্রাহকদের, সুরক্ষা সুনিশ্চিত করা। পাশাপাশি এই নোটিফিকেশনে উল্লেখ করা হয়েছে দেশজুড়ে পাবলিক অর্ডার ও অপরাধ কমানোর জন্য সরকার প্রয়োজনে যে কোনও টেলিকম সার্ভিসকে নিজেদের নিয়ন্ত্রণে আনতে পারে।

এই টেলিকম আইন অনুযায়ী এবার থেকে কোনও টেলিকম কোম্পানি যদি টেলি কমিউনিকেশন নেটওয়ার্ক চালু করতে চায় তাহলে তাকে সরকার অনুমোদিত হতে হবে। আগামী দিনে এই আইন চালু হলে ইউনিভার্সাল সার্ভিস অবলিগেশন ফান্ডকে ডিজিটাল ভারত নিধি বলে উল্লেখ করা হবে।

এই অর্থ গবেষণা করার পাশাপাশি বিভিন্ন পাইলট প্রজেক্ট কার্যকরীর ক্ষেত্রে ভূমিকা নেবে। প্রসঙ্গত টেলিকম কোম্পানির এই নতুন অ্যাক্ট চালু হওয়ার আগে ইতিপূর্বে ইন্ডিয়ান টেলিগ্রাম অ্যাক্ট ১৮৮৫ ও ওয়ারলেস টেলিগ্রাফি অ্যাক্ট ১৯৩৩ চালু ছিল। তবে এবার চালু হচ্ছে টেলিকমিউনিকেশন অ্যাক্ট ২০২৩।

From now on, the Central Government is going to control all the Telecom Companies of the country. It is known that such a new rule is going to be relaxed recently. The new Telecom Act says that the central government can take control of all telecommunication services like Jio-Airtel in emergency situations if it deems necessary.

It is known that this new Telecommunication Act 2023 is being introduced from June 26. After that, the government can take necessary steps regarding this. The Central Government partially implemented the Telecommunication Act on Friday. According to the gazette notification, the central government will implement sections 1, 2, 10 to 30, 42-44, 46, 47, 50-58, 61 and 62 of this Act on June 26.

The main objective of this new telecom law is to ensure the protection of consumers across the country. The notification also mentions that the government can take control of any telecom service if necessary to reduce public order and crime across the country.

According to this telecom law, if any telecom company wants to start a telecommunication network from now on, it has to be approved by the government. The Universal Service Obligation Fund will be referred to as the Digital Bharat Nidhi when this Act comes into force in the coming days.

This money will play a role in conducting research as well as implementing various pilot projects. Incidentally, before the introduction of this new act of telecom companies, the Indian Telegram Act 1885 and the Wireless Telegraphy Act 1933 were in force. But this time the Telecommunication Act 2023 is being launched.
